Library Board

Functions

The Library Board of Trustees represents the public’s interest in achieving good library service. An effective Board should be comprised of a cross section of the community and work in a spirit of friendship, enjoyment, and cooperative effort. A Library Trustee is a non-paid appointee of the Municipal Council for a three-year term as described by "The Library Code," Act of June 14, 1961 of the Commonwealth of Pennsylvania.

Duties

A. Governance and Policy Making

  1. Engage in long range and short-term planning
  2. Determine goals and objectives and methods of evaluating progress towards meeting them.
  3. Relate the library and its programs to the community and its needs.
  4. Determine, adopt, and periodically review written policies to govern the operation, use and programs of the library. Adopt bylaws for board procedures.
  5. Seek a cooperative basis with officials of the municipality and other governing units.
  6. Strive to know the local, state, and national laws which affect libraries and play a role in initiating and supporting beneficial library legislation.
  7. Attend all board meetings and committee meetings to which assigned.

B. Financial

  1. Keep abreast of the financial status of the library and secure adequate funds.
  2. Work with the Director to formulate and adopt a budget to meet the library’s goals.
  3. Present the budget to public officials and the general public; explain and defend it.
  4. Work with other agencies in fund raising or in seeking grants for the library.

C. Personnel

  1. Employ a competent and qualified Library Director.
  2. Perform annual performance reviews of the Director and agree upon objectives.
  3. Develop policies to guide staff selection and management.
  4. Provide adequate compensation and reasonable fringe benefits for all employees. Provide agreeable working conditions and opportunities for professional growth.

Meets on 3rd Thursday of month at 7:00PM in Library.
